Very hard for me to comment on hearsay or word of mouth. Do you have any news postings you can attach? Many schools have multiple graduation ceremonies (sometimes called convocations) when there is a good reason for it--for example to recognize different study or degree accomplishments, different fraternities or sororities, or different barriers to achievement broken by certain affinity groups. But none of this would happen unless the students and families WANTED to assemble for a unique celebration all their own. In the absence of more facts, I can't offer more in response.
